Scrolling side skips way forward

How come some times when you are scrolling down on certain websites even youtube right side of screen scroll slider with your mouse arrow, it will "jump or skip" way forward(down) and you have to scroll back up to get where it skipped from and then continue scrolling down? until it skips again?

probably a RAM problem. slow, not enough. try freeing up some memory. clear cache, close some tabs. my old laptop running 7 does the same thing.

Im not sure if that is what it is. When I first got this lap top, brand new, it did, before I had even had any memory, cache etc. My last lap top scroll skipped too.

I dont think it does it with the pad thingy on the lap top, just when you use a mouse, which I use all the time. I even adjusted the pointer movement speed and that didnt help
