At least down here all police, fire, etc radios are digitally encoded and you will not be able to hear anything. Air band are AM, most others are FM, except for the CB band, low frequency Ham bands will be SSB. Smoke signals are a better bet.

On ham radios the 2 meter band is best for your area information.
