I have my doubts about either the Guard, or the regular military, as they tend to be heavily populated by conservative, and patriotic folks to begin with. Sure there are exceptions, but generally speaking. This fact is one of the reasons that B HO, and his minions want to downsize, and downgrade the military. They do not trust it to be "politically" reliable to the state.

and may find it about as much of a drain on their human resources as the locals did. Especially when federalizing it causes a local/state issue to become a regional and then even a national issue.

I also think that this is part of why the Feds are trying to both militarize, and "Federalize" all law enforcement. They need a politically reliable armed force. DHSS is also clearly the Armed Internal Security Force that B HO referenced in many of his early speeches, saying that the military needed to be reduced, and a internal security force needed to be established, and be equally armed, equipped, and funded as the military has traditionally been.

This IS a big country. Do you REALLY think they have enough people and resources to control a full-on revolution if this goes viral?

No, they don't, and they know it, hence the reason they want to either overwhelm any potential resistance, or isolate it to smaller, controllable regions, each of which can be Pacified, before having to move on to the next.
