I thought about buying a large waterproof tarp, drive the cart yo the center of it and tie it on top like an onion. 
May or may not work, floods there could be 6-8 feet with a cat 4 storm . I would not leave it under the house unless I take the battery out.
by the way those two storms just died, so far so good.
