Shots fired toward Border Patrol in Starr County

According to NewsNation, the shots came from suspected cartel members across the border. Border Patrol returned fire, but no injuries were reported.
“Sources say the suspected cartel members were attempting to push a group across the river, none of them made it across,” said NewsNation correspondent, Ali Bardley in a social media post.

Foolish move by the cartels. All this is going to do is create more permissive rules of engagement, better weapons and more planning for cross-border engagements. The next time cartel members decide to take a shot at border patrol they could be met with a response they hadn't planned for.

Your theory has legs as does your knowledge of history. It's very possible the gunshots were meant to evaluate friendly rules of engagement.

When I was in Iraq, the insurgents came up with a clever plan to probe our defenses. They used an Iraqi who acted retarded. The dude was a great actor and fooled us for quite some time. He'd wander around near our perimeter and find out exactly how far he could go before US Forces reacted. Eventually someone got wise to it and rolled him up. True to his character, the Iraqi continued to act retarded, playing the game throughout his captivity in order to garner a release. He went so far as to routinely defecate in his pants.
