That Jazz Festival has been going on since the 1970's. It was originally called the "Kool Jazz Festival" due to being sponsored by Kool cigarettes. A couple days ago I bought a used 2019 pickup and have been looking for every excuse to drive it somewhere. Yesterday afternoon, wife and I stumbled upon a rural lake neighborhood where Blacks were holding a sort of impromptu festival. They blocked roads, set up shade tents, brought in vendors and music. For all intents and purposes everything was friendly and peaceful.

Neither of us like being the only White people in a crowd, so we u-turned and drove away. Too many bad things can happen. Even with "good" Black crowds, there's a lot of weed smoking, intoxication and stupid shit going on. It's not the place you want to stand out in a crowd. And being White would have made us stand out.

As for the sheriff department, they let things slide as long as people behave and it doesn't get out of control. The last thing they want to do it start rolling up crowds of angry Blacks. Better to maintain a "softer touch" to policing. They do the same thing in a little town's Summer festival where they let people drink on the street.
