The rioters seem to be targeting things; not people. I'm guessing that the individuals coordinating these riots have made a deliberate decision to crush infrastructure and essential services, bypassing mass killings of people. If I'm in the enemy's shoes, I think they're making a wise move. Europeans will run and hide as their cities burn, but may actually stand and fight if the enemy crosses that line.

Berchesgaden was a vacation destination for GIs when I was stationed in Germany. MWR had converted the Germany Army retreat spot into a hotel for soldiers and their families to vacation at.

If you allow the troops to do what they do best, they will clean up the problem areas, albeit under condemnation from the rest of the "civilized world". Heck... Send in 50 motivated guys, under good command, with liberal ROE and I guarantee the problem will be over in record time.
